Let's say you have a group of colleagues in a circle called "Professional" and you have another group of your political friends in a circle called "Political." You probably don't want to send your colleagues a link to a political post that will offend them, so in G+ you are able to limit who sees your post.
However, if I want to post something about legislation that relates to real estate, I might want to send to both my Professional and Political circles.
In the below image you can see how you can add circles to your post. You may want to send to the public, one or more circles - or you may want to only send to one individual - or call an individual's attention to a post. In this image, I've shouted out to Bill Gassett that I want him to see this post! If I had wanted to send a private message to Bill, I would only have +1'd Bill and omitted Public, Professional and Political.
When I first joined Google+, I wasn't sure what to do with some people who added me to their circles, so I made up a silly name and stuck them in that circle. Now that I'm becoming more G+ savvy (that's a scary thought), I will go through and decide what is the appropriate circle(s) for them.
